Since 12 August 2026, a company with no establishment in Spain that supplies packaged goods to end users in Spain — consumers or businesses that use the goods — must designate an authorised representative established in Spanish territory. There is no turnover or volume threshold. Your RPP registration stays in your name: it identifies your company, and we are recorded against it as your representative.

Do I need a Spanish EPR representative?
If you have no company or branch in Spain and your packaged goods reach end users there, yes. RD 1055/2022 requires a representante autorizado established in Spanish territory, and PPWR Article 45(3) has made it mandatory across the EU since 12 August 2026. There is no turnover or volume threshold.
Is a Spanish VAT number or an Amazon warehouse an establishment?
No. Establishment means a company or branch in Spain. A VAT registration, a fulfilment centre or stock held in Spain does not make you established, so the obligation still applies.
What is an ENV number?
The identifier the RPP issues when you register, in the form ENV/year/nine digits. It must appear on invoices and commercial documentation accompanying packaged products, and it is the number marketplaces ask for.
What does €199 include?
Representation, RPP registration and your ENV number, the SCRAP contract concluded in our name, and both annual declarations. Scheme fees and the Spanish NIF a foreign company needs are separate, and passed through at cost.
What happens if I appoint nobody?
The marketplace you sell through becomes the producer for your goods, which is why Amazon and Etsy verify registration and restrict listings without it. Direct sellers face the sanctions regime under Ley 7/2022.
